The coal industry has been on a downward trend since I don't know when. In March, the Coal Industry Association still characterized the development of the entire coal industry this year as "overcapacity". Closing down small coal mines has become a weapon for the coal industry to eliminate backward production capacity.

 

The country has successively issued policies to eliminate backward production capacity in coal mines. On May 6, 2019, the National Development and Reform Commission issued the "Notice on Strengthening the Source Control of Coal Mine Impact Pressure", stating that it will accelerate the elimination of backward production capacity and strive to reduce the number of coal mines with an annual output of less than 300,000 tons to less than 800 by the end of 2021.

 

On August 28 this year, the National Development and Reform Commission and six other departments jointly issued the "Work Plan for Classified Disposal of Coal Mines with an Annual Output of Less than 300,000 Tons". The plan proposed that within three years, the number of coal mines with an annual output of less than 300,000 tons nationwide will be reduced to less than 800 by the end of 2021. Coal mines with an annual output of less than 300,000 tons in North China and Northwest China (excluding southern Xinjiang) will basically withdraw, and the number of coal mines with an annual output of less than 300,000 tons in other regions will be reduced by more than 50% compared with the end of 2018 in principle.

 

The closure of coal mines also promoted the promotion of coal-fired power closure projects. On September 6, the National Energy Administration issued the "Notice on the Target Tasks for Eliminating Obsolete Production Capacity in the Coal-fired Power Industry in 2019", which clearly stated that the total obsolete coal production capacity to be eliminated this year was 8.66 million kilowatts. Whether it was the closure of coal mines or coal-fired power, it was always for the development of my country's energy consumption towards cleaner development.
